Voluntary Licensing of Life-saving Medicines



Claudio Lilienfeld, a recent fellow at the Berkman Klein Center at Harvard University, has worked to increase access to life-saving medicines in low- and middle-income countries through the process of voluntary licensing. He discusses success stories, particularly around access to HIV / AIDS treatments, with Dr. Ken Warner, Professor / Dean Emeritus at the University of Michigan School of Public Health, Northwestern Michigan College Board Trustee, and IAF advisory Board Member.

Claudio Lilienfeld is a former fellow at the Berkman Klein Center at Harvard University where his work focused on voluntary licensing and access to medicines in low- and middle-income countries. From 2015 to 2020, Mr. Lilienfeld served as Gilead Sciences’ Senior Director for Government Affairs, leading external engagement for Gilead’s Global Patient Solutions business unit, with a focus on Asia. His extraordinary career includes 20 years of major roles in the US federal government, serving in the Defense Department and the Office of the US Trade Representative. He has also been a policy advisor to Google and, working with other organizations, has advised Fortune 500 companies.


Dr. Ken Warner is the Avedis Donabedian Distinguished University Professor Emeritus and Dean Emeritus at the University of Michigan School of Public Health. A member of the faculty from 1972-2017, he served as Dean from 2005-2010. Presented in over 300 professional publications, Dr. Warner’s research has focused on economic and policy aspects of tobacco and health. Dr. Warner served as the World Bank’s representative to negotiations on the Framework Convention on Tobacco Control, the World Health Organization’s first global health treaty. Dr. Warner serves on the Northwestern Michigan College Board of Trustees and is a member of the International Affairs Forum Advisory Board.
